Article is devoted to the study of conceptual foundations and practical mechanisms of public administration of occupational safety in the mining and metallurgical complex (MMC) of Ukraine, taking into account the need for their institutional decentralization. It has been found that under martial law, management of technogenic and industrial safety goes beyond the purely corporate responsibility of business entities and is transformed into an issue of national and regional security. Critical analysis of existing centralized model of state supervision was carried out, in particular the unification of control functions of State Labor Service of Ukraine into multi-regional interregional departments. It has been found that for such highly concentrated industrial agglomerations as Kryvyi Rih Territorial Community, such an approach leads to a dispersion of administrative attention, a loss of industry specificity, and a critical decrease in efficiency of responding to emergencies. Based on the principle of subsidiarity, a new polycentric governance model is proposed. It provides for institutional deconcentrating through the creation of a local specialized territorial hub of State Labor Service exclusively for the MMC enterprises of the basin, as well as direct delegation of part of preventive and control powers regarding technogenic safety to local self-government bodies.
